John E. Reuter – Chairman

Mr. Reuter has twenty-six years of sales, financial services, real estate development and corporate management experience. Mr. Reuter founded and operated his own companies:

  • Aeronautix Corporation, an international aircraft parts distribution firm;
  • Reuter Real Estate Corporation, a property development and management company;
  • Seair Trading Corp., a design and manufacturing company,
  • Globe and Associates, LLC, an international import/export company
  • Medi+Sphere Development, Inc.

Charles W. Franc – CEO

Mr. Franc has thirty-three years of healthcare experience in hospital consulting, hospital administration and in technical and clinical hospital operations areas.

  • Most Recent Position – Founder and President of Charles Franc & Associates, Inc.
  • More than thirty years experience in the delivery of cardiovascular medicine.
  • Provided leadership and consulting services to more than 250 clients with the expansion, improvement and development of their cardiovascular programs.
  • Principal consultant for four Heart and Vascular Hospital feasibility and development projects in the U.S.
  • Previous Position – Director of Cardiovascular Services, Saint Vincent Medical Center, Los Angeles, CA (CV program was largest west of the Mississippi River).

Ronald D. Osborne – COO

Mr. Osborne has forty years of healthcare delivery systems and operations management experience, including twenty-three years of payer-side managed care and health insurance experience.

  • Most Recent Position – President and CEO of Medworth Futures, Inc., a healthcare management consulting firm.
  • Previous Positions – COO and General Manager of a 500 employee managed care company, Vice President of National Blue Cross Association, Vice President of a Blue Cross/Blue Shield company and Vice President of a hospital system in California that owned and managed nine hospitals.
  • Provided consulting services to over 60 hospital clients in the U.S., is the co-author of the proprietary, “Performance-based Cardiovascular Center of Excellence Model,” and has provided cardiovascular Performance-based center of excellence program development and implementation services for 32 hospitals nationwide.

Gerald A. Ellis – SVP Hospital Operations

Mr. Ellis has twenty-four years of leadership experience in American and international healthcare management and administration.

  • Extensive experience in international consulting, hospital operations management, and Joint Commission International (“JCI”) accreditation preparation and readiness. Mr. Ellis has made over 25 international presentations on topics of facility management, infection control operations improvement, and quality management.
  • Most Recent Position – Senior Administrator and International Consultant for Loma Linda University Global Health Institute, China Project, (“LLUGHI”) in Loma Linda, CA—a major west coast teaching hospital. Included: Two years experience as an Administrative Consultant to Sir Run Run Shaw Hospital (Hangzhou, China) for preparation of the hospital to qualify for Joint Commission International (“JCI”) accreditation and Consultant to Zhejiang University Children’s Hospital (Hangzhou, China) and Huashan Hospital, Fudan University (Shanghai, China) regarding various operational areas. Consultant to USAID Flagship Project, Ramallah, Palestine: member of team that performed feasibility study and recommendations for the establishment of a five hospital medical complex located in Ramallah, Palestine.
  • Previous Positions – Various ascending positions in hospital administration at LLUMC including: Director, Respiratory Care Services; Administrative Director, Cardiopulmonary Services; Vice President; and Senior Vice President and Chief Operating Officer.
